xTDC4 goes Tango

Our community member Sergey Omelkov has implemented a device server to use our xTDC4 time-to-digital converter with Tango Controls (https://www.tango-controls.org/). The Tango Controls tool kit is made for developing, managing and monitoring Supervisory Control and Data Acquisition (SCADA) and Digital Control Systems (DCS). Tango Controls is widely adopted by synchrotrons and other beamlines that use TDCs to acquire triggers and for synchronization. Many experiments in particle, nuclear and atomic physics rely on the services provided by these facilities.

Sergeys project is available as Open Source on GitHub (https://github.com/aduc812/xTDC4-tango).
